Job Context
  • HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. In response to the massive influx in Cox`s Bazar district in 2017 HI has established an emergency intervention through multi-sectorial mobile teams providing services in rehabilitation, health, protection, and PSS. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society, in order to provide sustainability in its action.
  • In Cox Bazar`s district, HI has a strong knowledge and experience in chronic emergency response. HI is providing services in rehabilitation, protection and PSS, with an inclusive mainstreaming approach to refugees and host population
  • In response to the massive influx of refugees, HI also set-up an emergency intervention responding to the needs of thousands of refugees. Multi-sectorial mobile teams are currently working in the `mega camp`, providing services in rehabilitation, health, protection, PSS and camp cordination and camp management.
  • This position is part of the Camp Cordination and Camp management team.
Job Description / Responsibility
  • Unher the line management of the Site Improvement Team Leader, the Site Improvement Officer is mainly responsible for supporting the implementation, installation, and maintenance of community-specified site improvement works ensuring they are protection focused and meet the needs of all population groups as well as sector and CiC minimum standards. S/he is responsible and accountable to:
  • Planning and organization
  • Under the supervision of the Site Improvement Team Leader conduct technical assessments on site specifically regarding structures that require
  • Accurately collect information on existing structures using specified tools before works are installed or upgraded as necessary
  • Feedback on the design of various assessment tools used on site
  • Support in the design of potential site improvement works
  • Draft BoQs (Bill of Quantities) for technical works to be implemented
  • Conduct FGD and KII to gather information on needs as identified by the community
  • Coordinate with actors, agencies, and the community to ensure the relevance and appropriateness of planned works
  • Support in ensuring that all structures, existing and planned, are assessed and appropriate from a protection perspective
  • Implementation
  • Follow up with the construction, installation and maintenance of planned structures perspective ensuring they are up to minimum sector, CiC, and government standards
  • Monitor the installation of works and their sustainability
  • Potentially manage community volunteers and/or workers on site
  • Provide technical support and trainings as necessary to community workers and volunteers
  • Respect schedules and deadlines agreed upon with his/her supervisor
  • Report back any problems and constraints encountered during the activities and suggest operational solutions
  • Logistics / Administration / HR
  • When managing daily workers, follow procedures and directives outlined by his/her supervisor manager and the administrative service
  • Train his/her team members to use and maintain the available tools correctly
  • Track usage with monitoring tools provided
  • Build constructive and professional relationships with contractors
  • Enforce safety procedures
  • Reporting, monitoring and follow-up
  • Ensure that all technical reports, BoQs, completion certificates, and other documentation is appropriately reported, filed and archived
  • Provide regular reports as required on technical assessment and needs to the Site Improvement Team Leader
  • Provide feedback to the Site Improvement Team leader on any issues, gaps, or needs from the sites as necessary
  • Establish and maintain good relations with local participants, communities (populations) in the operational fields, CiC representatives and contractors/workers
  • Listen to the populations and local participants in the field and report to his/her supervisor any non-technical or safety-related issues which could affect the activities or safety of HI teams

Job Requirements
  • Language skills: Fluent in English, Fluent in Bengali (including knowledge of Chitagoian)
  • Computer Skills: Good knowledge of MS office (including Word, Excel, Outlook, PowerPoint, Access)
  • Education degree: National Diploma in a relevant field (Engineering or architecture)
  • Work experience:
  • Proven experience in construction and installation of site improvement works on the field (up to 3 years’ experience)
  • Knowledge of minimum standards for site improvement an asset
  • Previous experience with NGOs/INGOs is a strong asset
  • Previous experience in Humanitarian work an asset
  • Previous experience in data collection an asset
