Job Context
  • HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. In response to the massive influx in Cox`s Bazar district in 2017 HI has established an emergency intervention through multi-sectorial mobile teams providing services in rehabilitation, health, protection, and PSS. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society, in order to provide sustainability in its action.
  • In Cox Bazar`s district, HI has a strong knowledge and experience in chronic emergency response. HI is providing services in rehabilitation, protection and PSS, with an inclusive mainstreaming approach to refugees and host population
  • In response to the massive influx of refugees, HI also set-up an emergency intervention responding to the needs of thousands of refugees. Multi-sectorial mobile teams are currently working in the “mega camp”, providing services in rehabilitation, health, protection, PSS and camp cordination and camp management.
  • This position is part of the Camp Cordination and Camp management team.
Job Description / Responsibility
  • Under the line management of the Deputy Project Manager, the Community Engagement Officer is responsible for carrying out community engagement activities on site with various population groups and ensuring an inclusive, and protection-based programmatic approach, while in compliance with Handicap International’s internal regulations as same as donors a legal requirements. S/he is responsible and accountable to:
  • Planning and organization
  • Plan the weekly activities for his/her team and have them approved by his/her supervisor:
  • Plan human resources needs (daily workers, workers…)
  • Plan tools and material needs (request from stock)
  • Anticipate administrative issues (requests in advance)
  • Anticipate logistics issues (transport, communication means…)
  • Organize and carry out, with his/her team, tasks assigned by his/her supervisor
  • Implementation
  • Supervise and monitor each stage of Site Improvement activities including technical assessment, works, and other activities as specified
  • Ensure that the community is involved in all stages of the activities, including all groups of population.
  • Ensure that standards and instructions given by his/her supervisor, as well as HI procedures, are followed
  • Ensure that all works are compliant with RRRC, government, sector minimum standards
  • Respect schedules and deadlines agreed upon with his/her supervisor
  • Report back any problems and constraints encountered during the activities and suggest operational solutions
  • Logistics / Administration / HR
  • When recruiting daily workers, follow procedures and directives outlined by his/her Deputy Project manager and the administrative service
  • Train his/her team members to use and maintain the available tools correctly
  • Track usage with monitoring tools provided
  • Enforce safety procedures
  • Ensure that safety procedures are followed by members of his/her team
  • Monitor the quality and quantity of material delivered to working sites
  • Ensure the receipt and storage of material and equipment necessary for his/her work to be carried out on site
  • To conduct regular appraisal for the staff under his/her responsibility in collaboration with his/her supervisor.
  • Reporting, monitoring and follow-up
  • Take part in weekly program meetings and any relevant field meeting on request from his/her supervisor
  • Keep his/her monitoring tools and files archived in the HI office, accessible to his/her supervisor
  • Draw up and submit a weekly task report (which should include progress made by the team) to his/her supervisor
  • Ensures that templates used for BoQ and other forms are coherent, up to standard, and in compliance with HI’s internal procedures
  • Ensure that all technical assessments, BoQs, designs and other documents are appropriately filed and in compliance with internal procedures
  • Take part in the drafting of the monthly program report and the CCCM report
  • Establish and maintain good relations with local participants, communities (populations) in the operational fields, RRRC representatives and contractors/workers
  • Listen to the populations and local participants in the field and report to his/her supervisor any non-technical or safety-related issues which could affect the activities or safety of HI teams
  • Coordination
  • At the request of the Site Management PM and/or Deputy PM attend relevant technical working groups coordination meetings, forums and other

Job Requirements
  • Language skills: Fluent in English, Fluent in Bengali (including knowledge of Chitagoian)
  • Computer Skills: Excellent knowledge of MS office (including Word, Excel, Outlook, PowerPoint, Access)
  • Education degree: National/University Diploma in a relevant field (Engineering or architecture)
  • Work experience:
  • Proven experience in construction and installation of site improvement works on the field or otherwise (3+ years)
  • Previous experience with NGOs/INGOs is a strong asset
  • Previous experience in Humanitarian work an asset
  • Previous experience in data collection an asset
  • Strong knowledge and understanding of emergency programming and minimum standards in emergency contexts
